Effective Implementation of National OSH Programme for Improving Safety and Health at the Workplace in Vietnam

The project aims to establish functioning national systems to improve occupational safety and health (OSH) in small and medium-sized enterprises (SMEs) through the effective implementation of the First National Programme on Labour Protection and Occupational Safety and Occupational Health (National OSH Programme) and the development of the Second National OSH Programme that should start in 2011. The project will also address OSH of informal economy and rural workplaces and large-scale enterprises located in the target provinces in an integrated manner. Inter-ministerial cooperation will be promoted to link the national labour protection system by the Ministry of Labour, Invalids and Social Affairs (MOLISA) with the community health system by the Ministry of Health (MOH) for the quality OSH service delivery and wider coverage. ILO and WHO will provide concerted technical inputs to support the efforts of Vietnam and develop a good example of the One-UN Policy. ILO’s OSH instruments and tools such as Promotional Framework for OSH Convention, ILO Guidelines on OSH Management Systems (ILO-OSH 2001), and WISE (Work Improvements in Small Enterprises) Programme will be widely applied at both national policy and workplace levels.

The project “Effective Implementation of National OSH Programme for Improving Safety and Health at the Workplace in Vietnam” (RAS/08/07M/JPN) started in June, 2009 and will be finish in Dec 2011. | The project “Effective Implementation of National OSH Programme for Improving Safety and Health at the Workplace in Vietnam” (RAS/08/07M/JPN) was approved by the leader of the Ministry of Labour, Invalids and Social Affairs (MOLISA) in the Decision No 02/QD-LDTBXH dated 02 January, 2009 and by the Prime Minister on 07 April, 2009. After nearly 3 years of the implementation (from June 2009 to Dec 2011) the project has achieved the significant results. | ILO - RAS/08/07M/JPN According to the estimate by the ILO, there are about 337 million occupational accidents in the world and 2.3 million fatalities due to occupational diseases. [1] Losses caused by OAs and ODs accounts for about 4% of the GDP in the world. In some countries with high incomes, about 40% of the early retirement is the consequence of occupational accidents. The average calculation of the shortened period is around 5 years, equivalent to 14% of the length of time during which the labour force is capable of working. According to average calculation, 5% of the labour force retires from work due to health effects at work. | ILO - RAS/08/07M/JPN The 3-year project is coming to an end by the end of December 2011. The final evaluation is required since the project total budget is more than US$500,000, at least one independent evaluation is needed by ILO evaluation policy. The final evaluation is therefore proposed and will be managed by ILO Regional Office for Asia and the Pacific (RO Bangkok).The aims of the final independent evaluation are to assess to what extent (i) progress has been made in achieving the project’s outcomes and (ii) how the project outcomes have contributed to implementing the Decent Work Country Programme in Viet Nam. The donors and key stakeholders will be consulted throughout the evaluation process. The final independent evaluation will comply with UN evaluation norms and standards and that ethical safeguards will be followed. | ILO - RAS/08/07M/JPN The report covers activities of the project which have been carried out since the 1st of June, 2009, when the project office was established at the ILO Office in Hanoi, five months later than planned due to some necessary administrative procedures. After two years from 6/2009 to 6/2011, the project has achieved the following results | wHO Studies, conducted in numbers of hospitals in Vietnam, indicated that health care workers have been working in dangerous environment with various types of occupational risks and hazards including occupational infectious and un-infectious ones such as SARS, H5N1, H1N1, tuberculosis, hepatitis B, hepatitis C, HIV/AIDS; risks related to chemicals, radiation and occupational stress, etc. The risks were especially high in health-care workers who were injured by sharp objects, such as needles, when they did there work. Although legislation on health care for health care workers have been developed and implemented, in fact, this issue has not been paid adequate attention. | WHO Thua Thien Hue Province has seven districts, one town and one city. The province is well-known as a place with potential in tourism, many sights-seeing and health center of the central part of Vietnam.
