On April 27th, the Prime Minister issued the Decision to approve component "Improved Working Conditions" including 4 sub-components, belonging to the "Business Sector Program Support" funded by the Danish government as an ODA grant of (DKK) 38,558,000. This compo nent "Improved Labour conditions" will be implemented in four provinces: Ha Tay, Nghe An, Khanh Hoa and Lam Dong.
The overall objective of the BSPS is to foster broad growth of Vietnam through further development of the' competitiveness of the business sector. The Improved Labour conditions component will contribute to this objective through support ing the private sector to enhance their productivity through improved labour conditions and better strategies to cope with the increasing HIV/AIDS threat.
1. Sub-component 1 In creased capacities of the la bour protection system in the BSPS provinces to ad dress labour problems in the private SME sector, which will focus on trainings and capacity building for OSH officers in DOLISAs and district la bour officers; Improving means to create awareness and provide information on the Labour Code to employers.
2. Sub-component 2 addresses the limitations ofprovin cial trade unions to assist the trade unions in analysing their current shortcomings and develop and implement appropriate strategies and mechanisms to
improve influence among work ers in small and medium size en terprises.
3. Sub-component 3 aims at supporting the emergence and strengthening of employers' representation at provincial level, to improve awareness and under standing among businesses and their representatives through a series of pilot activities in select ed enterprises. These pilots will develop enterprises OSH, HIV/ AIDS (in cooperation with subcomponent 4) and labour policies.
4. Sub-component 4 aims at reducing the spread of HI VIA IDS through developing and imple menting effective HIV/AIDS awareness in the workplace pro grammes. Techni~al assistance under this sub-component will furthermore ensure that HIV/ AIDS concerns are consequent ly mainstreamed throughout the BSPS as well as in other relevant Danida activities in Vietnam.
The four sub-components will be implemented separately, each under the purview of one sub component holder, namely MoLISA for sub-component 1, VGCL for sub-component 2 and VCCI for sub-component 3 and 4. The main task of the component holders is to facilitate and coordinate the activities at the provinciallevel.
To ensure coordination be tween the provincial activities of each sub-component, a Compo nent Coordination Group (CCG) will be formed at the national level. The CCG will form a platform for exchange of experience and development ofharmonised approaches between the subcomponents. MOLISA will serve as the officially designated executing agency responsible for component coordination and acting as the chair at regular CCG meetings. Provincial activities are implemented through DOLISA, the Federations of La bour and selected business associations depending on the specific circumstances in the provinces.
International advisers for each sub-component have been selected. MOLISA has appointed Ms. Doan Minh Hoa - Director General of the Bureau for Safe Work to be the manager of the 1st sub-component. Dr. Alan Le Serve has been selected to be the senior adviser on labour condi tions and will be based in-the bureau during the project. A management unit to fulfill the sub-component activities has been established and started to function. Nghe Anand Ha Tay are the two target provinces al ready visited by the management unit during the inception phase. Source:
