In the implementation of national action plan on occupational silicosis prevention in 2004, the Department of Occupational Safety (MOLISA) in collaboration with Department of Preventive Health and HIV/AIDS Prevention (MOH) held a workshop-training on “Implementation of occupational silicosis compensation policies” in Hanoi on November 29-31, 2004. The workshop was aimed to exchange information about and experience in silicosis prevention, medical checks, treatment and care for patients as workers in Vietnam, and to collect recommendations by ministries, industries, localities, production establishments in order to find out appropriate solutions.
Reports and presentations delivered at the workshop showed some shortcomings in the implementation of the plan on silicosis prevention: the unfamaliarity with clean technologies at the very first stage, formalistic organization of regular medical checks at enterprises... Particularly, administrative procedures for health services are still cumbersome, disencouraging active participation of occupational health agencies and of employers.
In order to reinforce the efficiency of silicosis prevention, many recommendations were made at the workshop. Of them, major were the simplification of administrative procedures for having health checks, extension of the concept of “occupational disease”, inspections of the observance of regulations on silicosis and occupational disease prevention... However, most of the participants agreed that the key solution to silicosis prevention was to reinforce technical preventive measures./.
