Development of the national program on labour protection

Is the theme of a workshop hosted by Bureau for SafeWork, MOLISA, in collaboration with the International Labour Organ­ isation on March 19th 2005, in Ha Long city, Quang Ninh province - one of the startup activities for the 7th N ational Week on OSH and Fire Prevention.

By exchanging experiences among countries in the region, the workshop helps the develop­ ment of "The National Target Program on Labour Protection" in Vietnam. Participants from different organisations, agencies, local enterprises aswell as those from Singapore, Korea, Japan attended the workshop.

The increasing number of oc­cupational accidents and diseases, worsening working condi­ tions, and polluted environment along with economic develop­ ment have placed extra burden on OSH officers. Collaboration is needed from Ministries and branches throughout the coun­try to address these problems through the development of the National Program on Labour Protection. The national pro­ gram needs to satisfy the 3 gen­eral criteria:

- Strengthening of state ad­ ministration

- Raising awareness,

- Improving working conditions and reducing occupational accidents and diseases.

Dr. Tsuyoshi Kawakami, ILO expert, recommends that Vietnam should develop a na­tional OSH profile, to create a basis for defining prioritities to be included in the draft pro­gram and evaluating the achievements in the development process. And the national program on labour protection should be linked to comprehen­ sive socio-economic strategies. He also recommends that Viet­ nam should initially consolidate the inspection system, informa­tion activities, and accidents reporting, and develop a part­nership approach.

Participants from Singapore, Korea, Japan brought valuable experience to the workshop to develop the national program for OSH management.
