8th Meeting of National OSH Information Network held

With a support of the International Labour Organization through FINNIDA and Japan, on 2-3 December 2004, the Ministry of Labour, Invalids and Social Affairs in cooperation with the Ministry of Health, Vietnam General Confederation of Labour and Vietnam Chamber of Commerce and Industry organized the 8th Meeting of National OSH Information Network in Ha Long, Quang Ninh. The meeting focused on "Development of National OSH Program with the aim of improving working conditions, safeguarding safety and health of the workers in the fields with high risk of occupational accidents and diseases and fire-explosion". Representatives from the network member organizations, concerned ministries, industries and localities, corporations and enterprises involved in dangerous and hazardous industries attended the meeting. Dr. Tsuyoshi Kawakami, specialist of Sub-regional ILO Office for East Asia and German experts were also present at the event.

The meeting was opened by Deputy Minister of Labour, Invalids and Social Affairs Nguyen Dinh Lieu, who emphasized on the importance of ensuring OSH to sustainable socio-economic development and applauded efforts made by network member organizations in the past year. He was followed by Dr. Tsuyoshi Kawakami, who was also representative for international participants.

The development of national OSH program was a new point at this year meeting. Participants heard presentations on developing national OSH program by some ministries, industries and on national policy on OSH in some regional countries by Dr. Kawakami. A majority of participants agreed that it was necessary to develop national program on OSH in order to gather all conditions, measures and solutions to minimizing occupational accidents and diseases.

Activities of the National Information Network of OSH were the main and regular topic at the meeting. Member organizations together shared information about progresses in the network's activities. Besides, participants also heard DOS’s introduction to ASEAN-OSHNET and Vietnam’s host of the 6th ASEAN-OSHNET Meeting in 2005.

On the last session, participants discussed the actual situation of OSH performance in hard, hazardous and dangerous industries. After the presentation on experience in controlling electric safety in Germany and the introduction to the ILO’s Convention 176 on OSH in coalmining by Dr. Kawakami, some participants who were representatives for hazardous and dangerous industries made their presentations on their experiences in OSH management.

As a starting activity of National Week for OSH and Fire-Explosion Prevention, the network meeting was also an occasion for member organizations to review and draw experience in holding the 6th national week in Can Tho. At the same time, plan on holding the next national week was also publicized at the meeting in order to draw attention by member organizations, ministries, industries, localities and enterprises.

The eighth meeting of national OSH network was a great success. With the assistance by members and international organizations, particularly the ILO, the network will be increasingly developed and improved both in contents and quality of information. Moreover, the network members will be closer for the common purpose of workers’ safety and health./.
