The National Week on Occupational Safety and Health -Prevention Fire Explorsion (OSH-PFE)

There were the mass movement campaigns on OSH over 20 years ago. They were the movement of “ Ensuring OSH and PFE “ ( 1978 – 1985 ) and the movement of “ Green – Clean – Beautiful” (still current) initiated and organized by Vietnam General Confederation of Labour (VGCL). There were abundant activities at the grassroots level, such as “ The OSH Day of the Month Campaign“ , “ The OSH Month of the Year Campaign”, and the competition on “ The excellent Safety and Health Member. On the basis of these achievements, the concerned government agencies and the VGCL realized the need to organize the National Week on OSH and PFE annually in order to spread the OSH and PFE implementation to the whole country and to further enhance this movement. The Movement has very important and profound meanings, closely relating to industrialization and modernization of the country. The Movement links labour protection with environment protection and production culture. Also, this reflects the common tendency of most countries in the World and the Region in the implementation of complex programs resolving OSH and PFE problems.

Yearly in many countries in the World as well as in Asia have successfully organizedNational Safety Week with the active participation of workers and employers and the governments. In Asia, Australia, Japan, , Malaysia, Sri Lanka, Thailand, and other countries have been active in this regard.

Based on the above mentioned achievements and through the experiences of the organization of the National Safety Week in other countries and with the permission of the Prime Minister, the First National Week on OSH-PFE of Vietnam, with the technical assistance of the ILO, was organized in the beginning of May 1999, in conjunction with International Day of Labour of the 1st May. This event was organized jointly by the Ministry of Labour, Invalids and Social Affairs, the Ministry of Health, the Ministry of Public Security, the Vietnam General Confederation of Labour, several other agencies concerned. Millions of workers in the whole country attended this event.

The National Week on OSH-PFE is aimed at mobilizing workers and employers actively in the whole country to implement legislation on OSH and PFE adequately. It aims to improve the working conditions, to prevent occupational accidents and diseases, to protect the lives and health of the workers, to protect the property of the State and citizens, to contribute for the economic and social stabilization and development of the country, to enhance the sense of responsibility of employers and employees on OSH and to develop the action program for the better implementation of OSH – PFE requirements.
