Guidence the ministries, industries and localities to organize the National Week on OSH-PFE

1, Purpose, requirements and timing

- To launch a campaign among work force in each industry, locality to comply labour legislation and regulations on labour protection, occupational safety and health, fires and explosions and occupational accident and diseases prevention in order to protect works' health and lives and state and individuals' properties:

- To enhance workers and employers' attentions and awareness on the regard of OSH, fire and explosion prevention;

- To develop a proper work plan to comly OSH and fire and explosion prevention regulations.

Requirements:

- Efficiency and Effectiveness shall be ensure for the intiation of the campaign.

- Unnecessary things must be eliminated.

Timing: One full week in March annully.

2 The steering committee: Chairperson of the steering committee of ministries should be a vice minister, and the chairperson of the steering committee of provinces should be the vice chairman of the people's committee of a province.

Responsibility of the CSC of ministries, industries and localities:

- To make plan of action to respond the National Week on OSH - PFE;

- To conduct enterprises to organize and implement the national week on OSH-PFE;

- To make plan of expenditure for the National Week on OSH - PFE;

- To review and assess the result of the event and report to the CSC.

3, Implementation:

In every September, after receiving the guide from the CSC, Chairman of the steering committee of ministries, industries, localities organize a meeting with relating agencies to develop the next implementation plan.

The assistant-group for the steering committee of ministries, industries and localities set up a detailed plan, assign duties and responsibilities for concerned agencies and units. The group also estimates the necessary expenditure, guides the implementation and select the enterprises that implemented OSH well for praise.

During the National Week on OSH-PFE: The committee selects one or some companies to organize the OSH meetings and demonstrations, carry out some main activities. They include visiting enterprises, visiting the victims and victim’s families of occupational accidents or diseases, doing fighting fire exercises, doing first aid demonstration and conducting the OSH performance competition of companies’ OSH members.

The activities in the selected province are considered as pilot activities to apply to all provinces through-out the country, depending on the reality of the socio-economic situation of each province, the steering committee of province selects suitable activities. Special emphasis is placed to ensure effectiveness and avoid formalism. The committee advises strongly that the provinces should cooperate with the major enterprises to organize the OSH activities during the National Week on OSH-PFE. It is important to connect all activities of provinces closely with the purpose of strengthening the collaboration among the agencies and organizations relating to OSH.

After the National Week on OSH-PFE, the committee sums up all activities implemented and reports to MOLISA. Then it convenes a meeting to review and draw experiences from the implementation, commends and rewards good enterprises and persons, and criticizes enterprises and units for the weak implementation.

2, The steering committee at enterprise level: Chairpersons of the steering committees are directors or deputy directors of enterprises. Their duties are to cooperate for the work plan of the National Week on OSH-PFE, to check and monitor all OSH activities planned, and to select priority needs and activities to be implemented during the National Week on OSH-PFE.
