Title of the project: WORKERS’ HEALTH PROTECTION PROJECT 2009-2011

Donor: Japanese Government through the World Health Organization in Vietnam (WHO)
Duration: 2009- 2011
The occupational health and safety project is funded by the Japanese Government (Ministry of Health, Labour and Welfare) through WHO and International Labour Organization (ILO). Inter-ministerial cooperation between the Ministry of Labour, Invalids and Social Affairs (MOLISA) and the Ministry of Health (MOH) promotes effective implementation of the project and the national program on Occupational Health and Safety. As a part of the One UN Initiative in Vietnam, ILO and WHO provide concerted technical inputs to the project.
Target Beneficiaries:
- Workers
- Occupational health staff at all levels and in five project provinces
Regional Focus: Five provinces of Thai Nguyen, Bac Ninh, Thanh Hoa, Thua Thien-Hue, Dong Nai
Project Objectives:
(1) Developing basic occupational health services (BOHS) in order to promote activities of occupational accidents and disease at all levels
(2) Improve capacity in monitoring working environment and diagnosis of occupational asbestos-related diseases
(3) Promoting occupational health and occupational diseases prevention among health care workers
Main Activities:
- Baseline survey of quantity and quality of current BOHS in Vietnam.
- Study on exposure and asbestos related diseases in Vietnam.
- Develop a national profile on asbestos related occupational diseases.
- Develop guidelines for the diagnosis of asbestos related diseases, and build capacity in their implementation.
- Develop and expand the models for providing BOHS in enterprises as well as prevention of occupational exposure to blood-borne infections in health facilities.
- Develop and implement training programs on BOHS for workers in asbestos enterprises and occupational disease prevention in health establishments.
- Raising public awareness on occupational diseases
- Provide training for environment monitoring, workers' health monitoring, provision of equipment for environment monitoring, and participation in international trainings.
Project Outcomes:
- BOHS Model is piloted in informal sectors such as agriculture and handicraft villages in five provinces in Vietnam.
- National profile on asbestos related occupational health is developed and updated for policy making process
- Capacities of occupational health staff on monitoring of working environment and occupational diseases are strengthened
- Improved awareness and prevention measures of employers and workers’ on occupational diseases risks.
