The project “Effective Implementation of National OSH Programme for Improving Safety and Health at the Workplace in Vietnam” (RAS/08/07M/JPN) approved by the Ministry of Labour, Invalids and Social Affairs in Decision No 02/QD-LDTBXH dated 02/01/2009 and by the Prime Minister on 7th April 2009.

The report covers activities of the project which have been carried out since the 1st of June, 2009, when the project office was established at the ILO Office in Hanoi, five months later than planned due to some necessary administrative procedures. After two years from 6/2009 to 6/2011, the project has achieved the following results:

I. Organisation and management of the project

1. Organisation

The Project management Unit was established by Decision No 766/QD-LDTBXH dated 16/6/2009, consisting of a manager, who is Deputy Director-general of the Bureau for Safe Work, and other five officials from the Bureau.

Functions and duties of the Project Management Unit include: Developing and submitting to the Ministry’s leaders the project’s master and detailed plans abiding by the project document and Vietnam’s prevailing regulations; implementing the approved plans; synthesizing and evaluating the efficiency of the project, making periodical reports on the progress and results; formulating statutes on receiving, management and effective use of funds; setting up and implementing statutes of the PMU in accordance with Vietnam’s regulations and the project document; assisting the Ministry in acting as focal point and cooperating with the ILO in the project implementation.

The Project Advisory Committee was set up by Decision No 765/QD-LDTBXH dated 16/6/2009, consisting of the Committee leader, who is the Director-general of the Bureau for Safe Work and other nine members, who are from relevant agencies and organizations. The committee takes the duties of providing advises on developing the project’s programs and plans; carrying out those programmes and plans, taking measures for difficulties in project implementation towards the set objectives and effective use of resources; monitoring and evaluation of the implementation of project’s activities as well as related ones.

The project office was set up by the ILO in June 2009, consisting of a national project coordinator and a financial and administrative assistant.

The provincial project management units were set up by Directors of the relative provincial Departments of Labour, Invalids and Social Affairs in Thai Nguyen, Thanh Hoa, Thua Thien Hue and Dong Nai, including five members headed by the Director of the provincial DOLISA.

2, Facility provision

In order to facilitate active implementation of the project’s activities as planned, each of the project provinces was equipped with a laptop, a data projector and a digital camera. These devices have been effectively used by local core trainers for workshops and trainings on working condition improvement in small and medium enterprises (WISE), in agricultural production (WIND) and household economy (WISH).

3, Administrative assistance:

The Project Management Unit (PMU) under the Bureau for Safe Work and the project office have kept close contact with provincial project management units to discuss the implementation of project activities in localities, collaborated with core trainers to visit small and medium enterprises and the involved farmer households to provide technical assistance and encouragement for working condition improvements after WISE and WIND training courses.

The project office has also compiled report and financial voucher samples for the project provinces to ensure the consistent documents of the project.
