1. Functions
The Bureau is responsible for assisting the Minister of Labour, Invalids and Social Affairs in the state administration of occupational safety and health and labour protection in the whole country, as stipulated in the laws and regulations.
2. Responsibilities
- To submit to the Ministry long-term and annual plans for improving occupational safety and health and labour protection;
- To study and submit to the Ministry, proposals of laws, decrees and other legal documents related to occupational safety and health and labour protection;
- To give guidance and monitor the implementation of Government’s and Ministry’s regulations on occupational safety and health and labour protection;
- To study and submit to the Ministry, regulations on labour protection including personal protective equipment; compensation for occupational accidents and diseases; in-kind compensation, working regulations, working time, time for rest; standards to categorize labour in accordance with working conditions;
- To study and submit to the Ministry the following:
· Procedures and norms of occupational safety; list of jobs and occupations which are hard, hazardous, dangerous and extremely hard, hazardous, dangerous ones; list of machinery, equipment, materials and substances which have strict requirements of occupational safety; regulations and instructions for registering and examining machines, equipment, materials and substances that have strict requirements of occupational safety, as specified by the laws.
· To coordinate with the Ministry of Health in developing and promulgating the list of occupational diseases;
- To submit to the Ministry and implement the National Programme on Labour Protection, Occupational Safety and Health, to organise the National Week on Occupational Safety and Health - Fire and Explosion Prevention;
- To provide information and give advice on training activities related to OSH;
- To provide guidance and examine activities of Centres of Technical Safety related to the safety of machines, equipment, materials and substances which have strict requirements of occupational safety;
- To undertake international co-operation activities in the field;
- To conduct evaluations and reviews as required; to make periodical and special reports; to undertake scientific research and train officers in OSH and labour protection;
- To manage the staff, infrastructure and finance as specified by regulations of the Government and Ministry;
- And others assigned by the Ministry. |
